COLOMBO (News 1st); Former Chairperson of the Human Rights Commission of Sri Lanka, Prof. Deepika Udagama, has called for urgent reforms to address institutional weaknesses in key commissions and departments. 

Speaking at a public dialogue held in Colombo (15), she emphasized the need for strong leadership and accountability within Sri Lanka’s justice and governance systems.

Prof. Udagama stressed that human rights violations — whether disappearances, extrajudicial killings, or other abuses — cannot be dismissed as isolated incidents unless complaints are properly investigated. 

She noted that if institutions such as the Police Commission and the Attorney General’s Department functioned effectively, there would be no need for public discourse on their failures.

“We must focus on strengthening institutions. And that begins with who we appoint to lead them,” she said. “Leadership is critical. If those in charge possess the right knowledge, integrity, and commitment, even flawed institutions can be transformed.”

She also pointed out the current fragility in governance, citing the presence of acting officials in key positions such as the Inspector General of Police and the Commissioner of Prisons. These, she said, are clear indicators of institutional instability.

Prof. Udagama warned that unless these systemic issues are addressed, Sri Lanka will continue to grapple with the same challenges for years to come.
