Sri Lanka Signs Debt Pact with France to Boost Stability

COLOMBO (News 1st); The Government of Sri Lanka has signed an agreement with the Government of the French Republic as part of its ongoing external debt restructuring process.

The agreement marks a significant milestone in Sri Lanka’s efforts to achieve debt sustainability and accelerate its economic recovery.

The signing ceremony took place on June 16, 2025, in Colombo. Representing Sri Lanka, K.M. Mahinda Siriwardana, Secretary of the Ministry of Finance, Planning, and Economic Development, signed the agreement. William Roos, Assistant Secretary for Multilateral Affairs, Trade and Development Policies at the Directorate-General of the Treasury, signed on behalf of France.

France has played a key role in Sri Lanka’s debt restructuring journey, co-chairing the Official Creditor Committee alongside Japan and India. Its leadership and constructive engagement have been instrumental in helping Sri Lanka navigate the complexities of economic reform and recovery.

The Ministry of Finance emphasized that this spirit of cooperation has enabled GoSL to make meaningful progress toward restoring debt sustainability.

It added that the conclusion of the Exchange of Notes and signing of the Agreement will certainly pave the way to developing further the deep and longstanding bilateral relationships between the Government of French and the Government of Sri Lanka.
